Annual Benefits Open Enrollment for 2023

Open Enrollment, your annual window to review and select benefits for 2023, begins Monday, October 24 and ends on Friday, November 11, 2022.

Information about changes and new rates are described in the 2023 Open Enrollment materials. You will receive the materials at your home address if you did not choose to go paperless. The Open Enrollment webpage features key dates, communications, resources,  and plan information.

Log in to HR Self Service as often as necessary during Open Enrollment to review your current benefits enrollments, covered dependents, and/or to make changes to your benefits elections. If you do not intend to change your medical plan coverage, you are not required to re-elect coverage for 2023. HR Self Service has been enhanced and has a new look. Refer to Enroll Through HR Self Service for information.

Highlights for 2023

Dental Plan Enhancements
A significant change has been made to this benefit, as the University will now subsidize the cost of dental coverage, resulting in significantly lower rates in 2023. Electing dental coverage will also be more flexible, as participants will no longer be required to “lock-in” the election for two years. In addition, the MetLife Life Basic Option Plan is being enhanced to provide coverage for periodontal services and complex extractions.  

Healthcare Flexible Spending Account (HFSA) and Dependent Care Flexible Spending Account (DFSA)
You must make new elections to contribute to either plan in 2023, regardless of if you are currently enrolled. The IRS just announced that the 2023 annual contribution limit for the HFSA is increasing from $2,850 to $3,050. As a reminder, unused HFSA balances from 2022 of $50 up to $570, will automatically rollover into your 2023 account. Beginning next year, the carryover of unused balances remaining in your HFSA of $50 up to the new IRS maximum of $610, will automatically rollover into your 2024 account. For the DFSA, rollover balances are not permitted, and unused balances will be forfeited.

Health Savings Account (HSA)
Employees covered under the CDHP may elect, change, or terminate contributions to the HSA anytime during the year. Your election amount automatically carries forward into 2023, and monies remaining at the end of 2022 roll over automatically into 2023. The IRS maximum allowed contribution limit is increasing in 2023 as described on page 8 in Benefits 2023. The new limit pertains to both your contribution and the University contribution of $200 for employee only coverage and $400 for family coverage. If you want to contribute the new maximum amount, you must make a new election.

2023 Annual IRS Contribution Limit for 403(b) Plans
The annual 403(b) contribution limits for 2023 have changed from 2022. If you are under age 50, the annual contribution limit is $22,500. If you are age 50 or older in the calendar year, you may contribute an extra $7,500 “catch-up” contribution, for a total annual contribution limit of $30,000.

Benefits Fairs
Attend an in-person Benefits Fair to get the information you need to make decisions for 2023. The Benefits Fairs will be held from 10:00 a.m. to 2:00 p.m. on Wednesday, November 2 in the Frist Multipurpose Rooms and on Thursday, November 3 at the PPPL Lyman Spitzer Building.  

2023 Benefits Information Webinar and Open Sessions
The Benefits Team will host a Zoom webinar on Monday, November 7, from 1:00 p.m. to 2:00 p.m. It will highlight noteworthy improvements and updates to help you select the benefits that best fit your needs. Register in advance. If you are unable to attend the live interactive event, a recording of the presentation is posted on the Open Enrollment webpage.

In addition, benefits specialists will have two open sessions throughout Open Enrollment where employees are invited to stop by and ask questions: 

  • Thursday, October 27, 9:00 a.m. – 1:00 p.m., 137A Large Conference Room, MacMillan Building
  • Tuesday, November 8, 1:00 p.m. – 5:00 p.m., Frist A03, Class of 1952 Room, Frist Campus Center
